Governing Council

The Kisumu National Polytechnic was reborn under a new order in accordance with the TVET Act Sec 26(1) (c) and mandated to offer Diplomas, Higher National Diplomas as well as technical degrees in collaboration with technical universities under section26 (3).
The TVET Act 26 (4) (a), further provides for the establishment of Governing Councils of the vocational institutions. In 28 (1) (c) The Cabinet Secretary in consultation with the TVET Authority establishes the Governing Council for National Polytechnics.
Thus, the Governing council is an organ established by the Technical and Vocational Education and Training Act 2013.

Eng Kidenda is a highly experienced registered Consulting Engineer, a Fellow of the Institution of Engineers of Kenya and an Associate Member of the Chartered Institute of Arbitrators. He holds a BSc. degree in Civil Engineering from the University of Nairobi and a MSc. in Traffic Engineering from University of Birmingham. Eng. Kidenda’s vast experience in Public Service spans well over 37 years where he has  served in various capacities including as Chief Engineer (Roads), Director of Industrial Training and as the first Director General of the Kenya National Highways Authority – KeNHA. Eng. Kidenda also served as a board member at the National Transport and Safety Authority(NTSA).

Mrs. Catherine is the Secretary to the Council and the Chief Principal of The Kisumu National Polytechnic. She holds a Masters in Education – Curriculum and Instruction and Bachelor of Education Science (Applied Science & Mathematics). She is an educationist with more than thirty experience as a trainer across basic and tertiary education sectors. She served at Sigalagala National Polytechnic from 2010 to September 2020 when she was deployed to The Kisumu National Polytechnic as the Chief Principal. She is a member of KENET board of trustees.

Mr. Kazongo, has a wealth of experience spanning over 20 years in financial management and corporate governance. He was the Managing Trustee of National Social Security Fund between 2009 and 2012 where he provided distinguished and transformational leadership. He also served as Finance Director of Kenya Ports Authority, and Independent Director at Kenya Pipeline, National Bank, East African Portland Cement, Consolidated Bank and Bamburi Cement for cumulative 14 years.
Mr. Kazongo holds MBA (USIU), B Com. (Nairobi), Management Development (Cape Town), and CPA (K) (Strathmore). He is a seasoned member of the Institute of Directors and ICPAK.
Currently Mr. Kazongo is the Chairman of Mawego Technical Training Institute, and also Chairman of Supanova Holdings Ltd, a private venture in agriculture and hospitality. Prior to joining the public service, he worked for Jubilee Insurance and Old Mutual in the position of Financial Controller and Finance Director respectively. Alex started his career at Deloitte where he attained the rank of Audit Senior.
Mr. Kazongo is the Chairman of Finance Infrastructure and Resource Mobilization Committee of the Governing Council.

Joyce Mwanika Mwale

Ms. Mwale has an Executive Masters in Business Administration from the Eastern and Southern Africa Management Institute (ESAMI) and Bachelor of Arts degree from Kenyatta University. She joined The Kisumu National Polytechnic as a Council Member in April, 2023 as a representative of the Principal Secretary, State Department for TVET. She is currently the Director of Administration in the State Department. Prior to the appointment, she served in the National Industrial Training Authority’s Board and the National Employment Authority (both as a member and Session Chair). She has also served in high level committees in both the Public and Private Sectors as a member and chair respectively. Joyce has 27 years of working experience in Government in the field of Administration and leadership where she has risen through the ranks from a District Officer to the current position of Director of Administration. She has served in the Office of the president, Ministry of education twice, the Ministry of Defense and Ministry of Labor and Social Protection. She has vast training in management, leadership, and human resource fields. She is a member of the African Association of Public Administration (AAPAM).

Prof. Eng. Bernadette Waswa Sabuni holds a PhD in Disaster Preparedness and Engineering Management specializing in engineering disaster mitigation in terms of use of alternative and appropriate building materials and technologies, MPhil and BSc in Civil Engineering. She is a Civil engineer by profession, Registered by Engineers Board of Kenya and a member of Institution of Engineers of Kenya. She is a member of Association of Disaster Management and Conflict Resolution of Kenya and member of Association of African Women in Science and Engineering (AWSE)

Mr. Geoffrey Kibanda serves at the National Treasury, Pensions Departments and represents the Principal Secretary to the National Treasury. He has vast experience in personnel and HR issues and holds a Master of Business Administration (HR)

Ms. Lilian Mainye is a seasoned HR professional with a Bachelor of Arts in Geography &Sociology (University of Nairobi), a Higher National Diploma In HRM, a Diploma HRM and she is an active Member of IHRM. She is HR professional with over 15 years’ vast experience in the hospitality and telecommunication sector.

She is an Advocate of the High Court of Kenya who practices as a Gender, Policy & Governance Consultant. Roseline is also a Certified Professional Mediator, is trained as an Environmental Impact Assessor and Environmental Auditor, and she is pending peer review interview for recognition as a Fellow of the Chartered Institute of Arbitrators. Roseline served as Deputy Chairperson of the Judges & Magistrates Vetting Board which reformed the Judiciary and vetted all Judicial Officers. She is a Council Member of the Law Society of Kenya where she represents Senior Advocates. She has also served on several Boards gaining valuable governance expertise and exposure. She has also served on several Professional bodies locally, regionally and Internationally. She will be a great asset to The Kisumu National Polytechnic.

Mr. Rajeev Arora is a Specialist in Advocacy, Investment, Trade Promotion, Industrial Parks and Development cluster with a Hons in Agriculture and Economics. Mr. Arora is The Technical Centre for Agricultural and Rural Cooperation’s (CTA) Value Chain Advisor to the Cabinet Secretary and Ministry of Industry, Trade and Cooperative. He served as the Executive Director African Cotton & Textile Industries Federation (ACTIF). Mr. Arora has over 36 years of experience in managing 100 per cent export-oriented facilities, and overseeing vertically. He has experience consulting for 24 African countries as well as 4 Asian countries, including Bangladesh, Hong-Kong, India, Kenya, Tanzania, USA and Zambia in developing integrated manufacturing in apparels and working with government institutions for conducive policy development for investment and trade.

The TVET Act 29 sets out the functions of the governing council to include the following

  1. Overseeing the conduct of education and training in the institutions in accordance with the provisions of the Act and any other written law.
  2. Promoting and maintaining standards, quality and relevance in education and training in institutions in accordance with the Act and any other written law.
  3. Administering and managing the property of the institutions.
  4. Developing and implementing the institution’s strategic plan.
  5. Preparing annual estimates of revenue and expenditure for the institution and incurring expenditure on behalf of the institutions
  6. Receiving, on behalf of the institution; fees, grants, subscriptions, donations, bequests or other moneys; and to make disbursement to the institution or other bodies or persons.
  7. Determining the fees payable and prescribing conditions under which fees may be remitted in part or in whole in accordance with the guidelines under the provisions of this Act.
  8. Mobilizing resources for the institutions.
  9. Developing and reviewing programmes for training and to make representations thereon to the Board.
  10. Regulating the admission and expulsion of students from the institutions subject to a qualifications framework and the provisions of this Act.
  11. Approving collaboration or association with other institutions and industries in and outside Kenya subject to prior approval by the Board.
  12. Recruiting and appointing trainers from among qualified professionals and practicing trades persons in relevant sectors of industry.
  13. Determining suitable terms and conditions of service support staff, trainers and instructors and remunerating the staff of the institutions in consultation with the authority.
  14. Making regulations governing organization, conduct and discipline of the staff and students.
  15. Preparing comprehensive annual reports on all areas of their mandate. Including education and training services and submit the same to the board.
  16. Providing for the welfare of the students and staff of the institution
  17. Encouraging, nurturing and promoting democratic culture , dialogue and tolerance in the institutions and
  18. Discharging all other functions conferred upon it by the Act or any other law

Membership and Governance Procedures are set out In Section 28 (3) as follows:

  1. The Board of Governors of a public institution shall consist of not less than seven (7) and not more than nine (9) members appointed by the Cabinet Secretary.
  2. The membership of the Board of Governors shall comprise: A Chairperson, A representative of the Principal Secretary in the Ministry responsible for technical and vocational training, A representative of the Governor in the County within which the institution is located and Six other persons appointed on the basis of their knowledge and experience in Leadership and Management, Financial Management, Technology, Industry, Engineering, Information and Communication Technology.
